Minister of State for International Cooperation Meets French Officials

Paris, April 16

HE Minister of State for International Cooperation at the Ministry of Foreign Affairs Lolwah bint Rashid Al Khater met on Tuesday in Paris with HE Cabinet Director of the French Minister of Foreign and European Affairs Luis Vassy and HE Director of the Crisis and Support Center of the French Ministry of Foreign Affairs Philippe Lalliot.
During the meeting, they discussed the developments in Sudan and ways to address them among the priorities of the international agenda. They also discussed the developments in the Gaza Strip and the occupied Palestinian territories, especially the entry of humanitarian aid into Gaza and the efforts of the two countries to increase their joint cooperation in that regard. In addition, they discussed the recent escalation in the region and the latest developments in Lebanon.
HE Minister of State for International Cooperation voiced the State of Qatar’s thanks to the French Republic for hosting the Sudan conference, praising its success in collecting more than 2 billion Euros.
Her Excellency also voiced the State of Qatar’s deep concern regarding the developments in the region, urging all parties to stop the escalation, calm down, and exercise the utmost restraint, renewing the State of Qatar’s commitment to supporting all regional and international efforts aimed at achieving security and stability at the regional and international levels.
In turn, the French officials expressed France’s thanks to the State of Qatar for its new pledge during the conference in support of Sudan, in addition to its joint mediation efforts in Gaza.

The State of Qatar has participated in the second ministerial meeting of the Strategic Dialogue between the GCC countries and Central Asian states held on Monday in Tashkent, the Republic of Uzbekistan.
HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani chaired the State of Qatar’s delegation at the meeting.
In the State of Qatar’s speech during the inaugural session, His Excellency said that today’s meeting expresses the credible desire to strengthen the relations, highlights the shared priorities, and capitalizes on the potential and strengths of the Gulf Cooperation Council (GCC) and Central Asian states through expanding the existing cooperation frameworks and deepening the GCC roles as success partners for other territories.
There is an aspiration to discuss the details of the draft agreement on friendship, regional connectivity, and cooperation between the GCC countries and the Central Asia states during the upcoming period, His Excellency added, pointing out that the Ministerial Council of GCC countries gives foremost priority to the Strategic Dialogue with the Central Asian states and completes the plans in pursuit of enhancing cooperation with them.
His Excellency indicated that the council reiterated that multiple times during its recent annual sessions, pointing out that the first Strategic Dialogue held in September 2022 formed a critical juncture in the cooperation process between the two sides culminated by the first historic summit of the leaders of GCC countries and Central Asian states in July 2023 in Jeddah, underlining the keenness of all states to effectively continue this process.
His Excellency noted that the joint ministerial meeting is held today amid numerous global challenges affecting the countries which can be collectively addressed by them, pointing out that the challenges include climate change, global food security crisis, terrorist threats, Islamophobia and others.
He emphasized that the escalation the region has undergone through during the past days unequivocally highlights the importance of maintaining the effective engagement and coordination among various countries of the region to ensure maintaining regional stability and peace, along with the shared emphasis on the joint commitment to the imperative of de-escalating the incidents that pose instability or undermine this peace.
This escalation shed the light on what has been repeatedly warned of since the outbreak of the war in the Gaza Strip regarding the danger of sliding into a wider cycle of violence in the region, along with the significance of the tireless efforts that have been constantly made to ensure that this does not happen, His Excellency stated.
HE Prime Minister and Minister of Foreign Affairs said that the common challenges in a variety of political, economic, cultural, trade, industrial and agricultural fields necessitate the collective and coordinated action on the part of all states, in addition to setting innovative solutions and practical measures, pointing out that this is evoked by the Joint Action Plan between the GCC countries and Central Asian states for 2023-2027 that was endorsed during the first joint ministerial meeting and approved by the summit of the leaders of GCC countries and Central Asian states.
He highlighted that the GCC countries and Central Asian states strive to achieve the objectives of this summit to further strengthen interconnection between them in all cooperation fields, study and set the perceptions and proposals in the areas of political and security coordination, enhance the relationships of financial and economic institutions and promote trade, investment and cooperation in education and vocational training, in addition to sharing experiences in health fields and other fields that help achieve sustainable development and realize the interests of nations.
His Excellency stressed the need for exerting steadfast efforts at the global level to consolidate the joint Asian action and strengthen political and strategic relations between the two sides at collective and bilateral levels.
He highlighted that the State of Qatar seeks to promote further peace, security and stability at the regional and global levels through the role it undertakes as a reliable regional and global mediator in resolving multiple crises and conflicts through peaceful and diplomatic means, in addition to exerting good endeavors in exploring just and practical solutions and this was recently demonstrated in the achievement of the armistice agreement for the Palestinian brothers in the Gaza Strip.
In conclusion, HE Prime Minister and Minister of Foreign Affairs affirmed the State of Qatar’s unwavering endeavors to find a real impetus towards a peace process with a just, lasting, and comprehensive settlement of the Palestinian issue at its core.

Official Spokesperson for the Ministry of Foreign Affairs: International Community Must Shoulder Responsibility Towards Gaza

Official Spokesperson for the Ministry of Foreign Affairs Dr. Majed bin Mohammed Al Ansari said stressed the necessity for the international community to shoulder its responsibility towards the crisis in the Gaza Strip, especially after the UN Security Council (UNSC) resolution calling for immediate ceasefire.
During the Ministry’s weekly media briefing, Dr. Al Ansari welcomed the resolution and any UN, regional or international diplomatic initiative that puts an end to the horrific conflict and helps in the negotiating process. He expressed hope that resolution would expedite ending the conflict, be useful on the diplomatic front, and have a positive impact on the negotiations.
He underlined the importance of the partners interacting with the resolution, relying primarily on negotiations, especially since it represents a positive pressure tool to reach an agreement. The Qatari efforts are continuing, mediation with the partners is ongoing, and negotiations and meetings have not stopped, he added.
International diplomatic efforts are complementary to each other, and the resolution by itself confirms the position of the international community on the issue, and represents a tool for diplomatic pressure, Dr. Al Ansari pointed adding that it is not a quick field measure, but rather there is a case before the International Criminal Court, a UNSC resolution, and UNGA resolutions. These efforts are important in dealing with the Palestinian issue, as conflicts can only be dealt with through diplomatic efforts and negotiations, which is Qatar’s permanent position, he stressed.
Regarding the withdrawal of one of the delegations from the ongoing negotiations in Doha regarding Gaza, the official Spokesperson for the Ministry of Foreign Affairs affirmed that the meetings are in full swing and have not been interrupted, the negotiations are continuing, and the discussions are ongoing, pointing that the entry and exit of delegations and their return to their capitals to reach certain agreements is normal and a natural move in such negotiations. During the negotiation process, there are new and updated ideas, responses from the parties, and re-presentation of ideas and initiatives, he noted.
As for the Qatari support for UNRWA, Dr. Al Ansari stressed that there is no alternative to it, not only in Gaza, but in all areas of its presence (Jordan, Lebanon, the West Bank and Gaza), especially since the need now is urgent. He added that the international community cannot come up with an alternative to it if funding for it is withheld or if it is canceled or dismantled. The State of Qatar has increased its funding and is committed to supporting UNRWA, out of belief in the role of this organization in providing services to the Palestinians in the occupied territories.
On the sea corridor initiative to bring aid into Gaza, Dr. Al Ansari explained that it is not an alternative to land corridors and other channels for bringing aid in. None of the channels is preferred over another, he said explaining that one form of bringing aid will not be sufficient in light of the catastrophic humanitarian situation there. The corridor was established specifically to bring in aid and is purely humanitarian and has no other role, he stressed.
On the Sudan affair, Dr. Majed bin Mohammad Al Ansari explained that since the first day, Qatar has been a supporter of the “Jeddah Platform” and it supports its outputs and the efforts of the Kingdom of Saudi Arabia in this regard. Qatar maintains its position supporting the return of talks through Jeddah platform, he said adding that humanitarian situation in Sudan has reached a dangerous stage. Reports raise concern not only at the state of the conflict, but at the level of the general humanitarian situation, he said affirming that Qatari humanitarian effort has been intensified in recent weeks.
Dr. Al Ansari called on the international community to pay attention to the Sudanese issue and not neglect it in the context of multiple regional and international tragedies.
The Official Spokesperson for the Ministry of Foreign Affairs touched on the efforts of the Ministry and its officials, their meetings and participation in regional and international events, including the State of Qatar’s issuance of a statement welcoming the long-awaited UNSC resolution calling for an immediate ceasefire in Gaza during the month of Ramadan.
He said that HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani participated in a meeting of foreign ministers from six Arab countries and US, held in Cairo, to discuss the latest developments in the region, and to emphasize the common Arab position on the necessity of a ceasefire, the delivery of aid, and reducing the escalation in the region. Prior to that, His Excellency participated in a coordination meeting of the six Arab countries to unify positions, which comes within the framework of continuous and permanent coordination between the Arab countries, he said.
Dr. Al Ansari pointed to the visit of HE Under-Secretary-General of the United Nations for Humanitarian Affairs Martin Griffiths to Doha, and his meeting with HE the Prime Minister and Minister of Foreign Affairs, and with HE Minister of State for International Cooperation Lolwah bint Rashid Al Khater, within the framework of discussing the delivery of aid to the Gaza Strip, and developments in the humanitarian situation there.
He added that in continuation of the humanitarian air bridge to the Gaza Strip, HE Minister of State for International Cooperation Lolwah bint Rashid Al Khater, heading a Qatari delegation, will arrive today, in the Egyptian city of Al-Arish on board an aircraft carrying 20 tons of humanitarian aid and food supplies to the Gaza Strip. This brings the total number of aircraft to 87 aircraft that secured the transport of 2,600 tons of aid, he said adding that Her Excellency will also visit the Qatari warehouses for reconstruction in Gaza.
As for the Qatari aid to the Republic of Sudan, Dr. Al Ansari stated that the third aircraft, in the air bridge, arrived in the city of Port Sudan, carrying 40 tons of aid, bringing the total number of planes to 16, planes delivered 1,966 tons of humanitarian aid.
The official spokesperson for the Ministry of Foreign Affairs also highlighted the success of the State of Qatar’s mediation in reuniting a new batch of children with their families as part of its efforts to reunite families separated due to the Russia-Ukraine conflict.
He explained that the Embassy of the State of Qatar in Moscow hosted the children and facilitated their safe departure to Ukraine, while representatives of the State of Qatar facilitated the safe departure of children from Ukraine to Russia via Belarus, bringing the total of those brought together by the State of Qatar with their families to 29 children. 

Qatari Aircraft Arrives in Sudan Carrying Aid

A Qatar Armed Forces aircraft arrived at Port Sudan Airport in the Republic of Sudan carrying 40 tons of food and aid supplies provided by the Qatar Fund for Development (QFFD).

The aid comes within the framework of the State of Qatar’s support for the brotherly Sudanese people and their resilience in the face of the difficult circumstances experienced due to the ongoing conflict.

The two sides discussed the latest developments in the Gaza Strip and the occupied Palestinian territories, and ways to bolster regional and international efforts for an immediate cease-fire in Gaza and to facilitate an obstacle-free humanitarian aid access to the Strip.
HE the Prime Minister and Minister of Foreign Affairs reiterated the State of Qatars emphasis on the importance of the UN’s role in supporting efforts to battle the worsening humanitarian catastrophe and putting an end to the suffering of the Palestinian brothers trapped in the Gaza Strip.

Two Qatar Armed Forces Aircraft Arrive in Port Sudan Carrying Aid

Two Qatar Armed Forces aircraft arrived at Port Sudan Airport in the Republic of the Sudan, carrying specialty pharmaceuticals provided by the Qatar Fund For Development, as part of the State of Qatar’s air bridge established to provide relief to the brotherly Sudanese people as a result of the humanitarian crisis and the difficult conditions they are experiencing due to the continued fighting.
The assistance was received by HE Federal Minister of Health in the Republic of the Sudan Haitham Mohamed Ibrahim, HE Governor of the Red Sea State of the Republic of the Sudan Mustafa Mohammed Nour, and HE Ambassador of the State of Qatar to Sudan Mohammed bin Ibrahim Al Sada.
HE the Ambassador stressed the State of Qatar’s continuous support for Sudan and standing by its people, emphasizing Qatar’s firm stance on the need to maintain Sudan’s security, stability, and its territorial integrity.
In turn, HE the Federal Minister of Health in the Republic of the Sudan expressed his country’s praise of the State of Qatar for its constant relief efforts, which have become significant, especially following the displacement caused by recent events.
HE the Governor of the Red Sea State of the Republic of the Sudan thanked the State of Qatar for its successive assistance, pointing out its great role in alleviating the suffering of those affected.
His Excellency also noted the State of Qatar’s air bridge conducted to provide urgent food and medical aid, adding that the government and people of Sudan have received it with great appreciation, expressing gratitude for the State of Qatar for standing by their side during all of their hardships.

The meeting discussed the latest developments in the region, the affirmation of the Arab position calling for an immediate ceasefire and the sustainable humanitarian aid access to the Gaza Strip.

The State of Qatar announced the success of its continued mediation efforts to reunite children, with their families, as part of its ongoing efforts to reunite families separated by the conflict between Russia and Ukraine.
 
In a statement to the Qatar News Agency (QNA), Her Excellency Ms. Lolwah bint Rashid Al-Khater, Minister of State for International Cooperation of the Ministry of Foreign Affairs stated that the efforts of the State of Qatar included reuniting Ukrainian children with their families in Ukraine, in addition to reuniting Russian children with their families in Russia.
 
Her Excellency explained that the Embassy of the State of Qatar in Moscow is hosting the children and facilitating their safe travel to Ukraine, while representatives of the State of Qatar are facilitating the safe transfer of the children from Ukraine to Russia via Belarus.
 
Her Excellency reiterated the commitment of the State of  Qatar to its mediation efforts aimed at reuniting children separated from their families and ensuring their safety and well-being, noting that the mediation of the State of Qatar includes obtaining familial consent for the children’s transfer, verifying their identities, coordinating with humanitarian organizations, addressing their medical needs, as well as logistical arrangements for reuniting the children with their families.
 
Her Excellency Minister of State for International Cooperation of the Ministry of Foreign Affairs reiterated Qatar’s appreciation to both Ukraine and the Russian Federation for their cooperation and commitment to ensuring the safety and security of these children and providing them with appropriate care.
 
Her Excellency expressed the State of Qatar’s thanks and appreciation to Her Excellency Ms. Maria Lvova-Belova, Children’s Rights Commissioner for the President of the Russian Federation, and His Excellency Mr. Dimitri Lubinets, Ukrainian Parliament Commissioner for Human Rights, for their considerable efforts during the mediation, which is integral to the successful reunifications of the separated families.

Permanent Representative of Qatar to UN Meets UN Official
