During the meeting, HE the Permanent Representative of the State of Qatar to the United Nations renewed the State’s continued support for the work of the institute to promote multilateral solutions and spread peace.

For his part, HH the President of the International Peace Institute praised the leadership roles played by the State of Qatar within the framework of international mediation.

Qatar Affirms Commitment to Enhancing Human Rights Legislation

The State of Qatar reaffirmed its growing commitment to human rights, emphasizing its legislative, legal, administrative, and other measures to enforce and develop these rights within the framework of comprehensive social development, noting that this interest is based on national references, foremost among them being Qatar National Vision 2030, the First National Development Strategy (2011-2016), and the Second National Development Strategy (2018-2022).
This came during the State of Qatar’s presentation of its 22nd and 23rd periodic reports to the 112th session of the Committee on the Elimination of Racial Discrimination in Geneva.
The delegation of Qatar participating in the discussion was headed by HE Director of the Human Rights Department at the Ministry of Foreign Affairs Dr. Turki bin Abdullah Al Mahmoud, and included several directors and experts from various government entities in the country.
His Excellency said that the report presented to the committee was a culmination of consultative dialogue and cooperation in monitoring and implementing the convention across all concerned parties in Qatar. He noted that the report was prepared by the majority of government entities in the country through a national committee and a national working group tasked with preparing the report and responding to related inquiries.
He explained that Qatar has recently implemented significant legislative reforms, including amendments to the legal framework governing the rights of migrant labor, laws regarding property ownership for non-Qataris, the asylum law, domestic workers law, permanent residency law, and regulations governing the entry, exit, and residency of expatriates, as well as the establishment of the National Committee to Combat Human Trafficking under Cabinet decision no. 15 of 2017. This committee aims to coordinate national efforts to monitor, prevent, and combat all forms of human trafficking, including preparing the national plan to combat human trafficking and publishing an annual report on the state’s efforts to combat human trafficking.
He affirmed the state’s continued development of necessary plans and strategies to support and enhance women’s roles in all fields, exemplified by the appointment of four women to the Shura Council, reflecting leadership’s commitment to supporting women’s contributions in all fields, particularly in the legislative body, and encouraging further progress toward enhancing women’s full political participation in accordance with Article 34 of the Qatari Constitution, which guarantees equality among all citizens in rights and duties.
During the discussion, delegation members provided comprehensive responses to the committee’s questions, highlighting the substantial progress made in all human rights legislation and the efforts to combat all forms of discrimination.

Prime Minister and Minister of Foreign Affairs: We Condemn Policy of Collective Punishment Against Palestinians

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani renewed the State of Qatar’s condemnation of the targeting and killing of civilians – regardless of their backgrounds, the continuation of the collective punishment policy followed by Israel towards the Palestinian people in the Gaza Strip, and the ongoing escalation in the West Bank, which is increasing on a daily basis, causing more danger to the situation in the region.
In a briefing held on Wednesday with HE Prime Minister of Romania Marcel Ciolacu, His Excellency Prime Minister and Minister of Foreign Affairs pointed out that the State of Qatar had clearly warned, since the beginning of the events on Oct. 7, of the expansion of the circle of conflicts (which is seen on various fronts today) and its direct relationship to the escalation and war on the Gaza Strip.
In this context, he called on the international community to assume its responsibilities and work to stop this war as well as the continuous targeting and killing of the Palestinian people in this manner, in addition to the policy of siege and starvation against them, and the use of humanitarian aid as a tool for political exploitation.
HE Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani pointed out the differing international positions regrading the situation in Gaza, deploring the double standards of some counties in evaluating conflicts. He also called on the international community to ensure that the standards be unified and applied on everyone, rather than being classified on the basis of identity of the aggressor and the victim.
His Excellency stressed that there will be no permanent solution or sustainable peace without the establishment of a Palestinian State with East Jerusalem as its capital, on the borders of June 4, 1967, in accordance with the resolutions of international legitimacy and the Arab Peace Initiative.
In regard to the file of ceasefire negotiations and the release of hostages, HE Prime Minister and Minister of Foreign Affairs explained that the negotiations are going through a sensitive phase and some faltering, indicating that the negotiations -unfortunately- range between moving forward and faltering. Qatar is making efforts to address this matter and move forward to put an end to the suffering of the Palestinian people and recover the hostages at the same time, he added.
The State of Qatar is an advocate of peace, not of war, and it demands that there be similar and compatible positions alongside it from the Israeli side, so that the a solution can be achieved and the Palestinian people can live in safety, he continued.
During the briefing, His Excellency spoke about the Qatari-Romanian relations, stressing that they are characterized by trust and keenness to exchange views on various issues in the Middle East and Europe. In this regard, he pointed out the continuous exchange and permanent political consultation between the two countries over the past years.
During the past few years, the two countries signed a group of agreements in several fields, including youth, sports, economy, health, medicine, culture, trade, industry, education and cooperation, he explained, adding that a memorandum of understanding was signed today regarding livestock and food security, which embodies the ambitions of the two countries to strengthen and develop the relations to broader horizons.
Today, there was a chance to discuss the regional developments that the Middle East is going through, especially since the region is experiencing sensitive circumstances and a dangerous escalation, His Excellency indicated, calling on all parties to reduce the escalation and spare the region from sliding into a new cycle of conflicts.
For his part, HE Prime Minister of Romania Marcel Ciolacu said that his visit to Doha sends a strong message indicating that his country stands alongside Qatar, the US and partners in the European Union to support peace efforts and restore security in the Middle East.
He stressed the need for all countries to adopt a balanced stance and work to encourage dialogue and restraint to avoid dangerous events in the region, and for diplomacy and dialogue to be stronger than weapons.
In this regard, he hailed the role of Qatari mediation over the years in dealing with complex international files, which contributed to reducing the escalation in and outside the region, emphasizing Romania’s readiness to join relevant regional and international efforts to become part of a constructive solution, in order to avoid expanding the conflict in the Middle East.
HE Prime Minister of Romania expressed appreciation for Qatar’s efforts, which demonstrated its important role in the region, especially regarding the release of hostages in the Gaza Strip, including Romanian citizens. He pointed out that these efforts led to the safe return of Romanian citizens to their homes, commending the State of Qatar’s support for Romania during the Coronavirus pandemic, which strengthens the friendly relations between the two countries and their ability to build an in-depth partnership centered around strategic projects of mutual interest, in fields such as transportation, energy, economy, agriculture and digitalization.
He also expressed his hope that Romania would be the gateway to Qatari investment in the European Union, and that such cooperation would continue for the benefit of the two friendly countries and their peoples.

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani held Wednesday an official discussion session with HE Prime Minister of Romania Marcel Ciolacu, who is visiting the country.
During the session, they discussed the cooperation relations between the two countries and ways to support and enhance them. They also discussed the developments in the region and ways for de-escalation and calm, particularly in ending the war in the Gaza Strip.
HE the Deputy Prime Minister and Minister of Foreign Affairs emphasized during the session that Qatari-Romanian relations are characterized by mutual trust and have witnessed significant development, especially in economic, commercial, and investment fields, in addition to coordination in energy, agriculture, tourism, and information technology sectors.
His Excellency stated that the region is going through sensitive conditions and has witnessed escalation in different ways in recent days, calling on all parties to reduce escalation and avoid slipping the region into a new cycle of conflicts.
His Excellency also urged the international community to shoulder its responsibilities to stop the war and the continuous targeting of the Palestinian people in Gaza, as well as to stop using humanitarian aid as a tool for political blackmail.

Prime Minister and Minister of Foreign Affairs Receives Phone Call from US Secretary of State

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani received Tuesday a phone call from HE Secretary of State of the United States of America Antony Blinken.

The two sides discussed the latest developments in the region, and ways to de-escalate, especially ending the war in the Gaza Strip.

HE the Prime Minister and Minister of Foreign Affairs expressed the State of Qatar’s deep concern about the latest regional developments, calling on all parties to de-escalate and exercise the utmost restraint.

Stressing the need for joint action to reduce escalation in the region and resolve disputes peacefully, His Excellency renewed the State of Qatar’s commitment to supporting all regional and international efforts aimed at achieving security and stability at the regional and international levels.

During the meeting, the two sides discussed cooperation ties between the State of Qatar and the Republic of Serbia and ways to strengthen them to foster the shared objectives of the two countries at the global level.
