Kabul – 8 April: In past 24 hours, Afghanistan Defense and Security Forces carried out offensive operations in order to clearance areas and suppress insurgents and protect people throughout the country, as a result of the operations 66 insurgents including 10 Daesh affiliates were killed, 57 wounded and 2 other Daesh detained. The operations supported by artillery and air which carried out in Nangarhar, Ghazni, Khost, Qandahar, Uruzgan, Zabul, Heart, Farah, Badghis, Faryab, Sar-e-Pul and Helmand provinces.
The operations left 24 Taliban insurgents killed and 10 other Taliban wounded in Khas Uruzgan district of Uruzgan, 16 Taliban were killed and 22 others wounded in Chesht-e-Sharif district of Herat province. Meanwhile 10 Daesh affiliates killed in Deh Bala district of Nangarhar and 8 insurgents killed, one wounded and a depot destroyed in Geraw and Deh Yak districts of Ghazni.
Furthermore, 4 insurgents killed and 7 wounded in Almar district of Faryab, 2 militants killed and 4 wounded in Sayad district of Sar-e-Pul, 2 insurgents killed and 3 others wounded in Bala Bolok district of Farah, 2 insurgents were killed in Arghandab district of Zabul province, and some ammunition and weapons seized.
Meanwhile, in past 24 hours, ANDSF carried out 16 planed and clearance operations, 69 special operations, 88 supply and logistic flights and 3 airstrikes in 11 provinces and imposed heavy causalities over insurgents. 
Afghanistan National Army (ANA) as the nation’s defense force is fully to any sacrifice to assure security and establish peace and protect citizens of Afghanistan and have strongly determination to eliminate terrorist groups.

Today Mr. Aman Riazat, Spokesperson for the Mini stry of Justice held a press conference on the recent Anti-harassment against Women and Children Law and the Wedding Expenses Law. He said, “According to the article 54 of the Constitution, Wedding Expenses Law was adopted in 4 chapters and 25 articles. The law is effective and was published in the Official Gazette.” The principal goals of the Wedding Expenses Law, according to him, are to eradicate anti-Islamic traditions, preserve Afghanistan’s cultural values, prevent from exorbitant expenditures, preserve Islamic values, preventing deviations from Islamic values, pave the ground for starting a family, strengthen family cohesion and forestall domestic violence.

According to the provisions of this law, parents and relatives of the bride and groom can celebrate their wedding party in halls and restaurants but neither the bride’s parents, nor her guardians or relatives are allowed to precondition marriage or nikah to money, dowry, or other such things. Moreover, the law prohibits imposition of any kinds of gifts such as Eidi, Ramazani, (Nawrouzi), and so forth.

Spokesperson of Justice Ministry also said that implementation of this law can help us to create opportunities for jobs, access to education and access to health care services.
Mr. Riazat also explained that according to the new Anti-harassment against women and children law, harassment includes physically touch, illegitimate request, verbal and non-verbal abuse that incurs mental or physical discomfort as well as insult to human dignity.
According to the law, a high commission for prevention of harassment against women and children will be established under the leadership of the Ministry of Labor, Social Affairs, Martyrs and Disabled (MoLSAMD) to effectively fight against harassment violations and better coordination between government agencies in this regard.

According to this law, in the event of harassment in workplace, the victim or her legal representative can register a complaint to the respective women and children harassment committee. Moreover, victims of harassment themselves or their relatives can file a complaint to the administrative officer, the courts, provincial councils, districts councils or other relevant references. The authorities are required to record their complaint and deal with the case as per provisions in this law.
According to the law, filed complaints shall be reviewed by the Anti-Harassment Committee of the respective government agencies without any delays. Review of complaints registered with other institutions will be conducted by the receiving entity.
According to the recent statistics by the Ministry of Justice, in 1396 over 75 thousand people across the country received awareness on the prevention of harassment, prevention of violence against women and women’s financial rights.

Today, BG Radmanis, MoD Acting Spokesperson appeared in a news conference to brief the media on MoD airstrikes, targeting the Taliban gathering in Bajawri area of Dashte Arche district in Kunduz province yesterday, 02 Apr, 2018. BG Radmanish said that the Taliban leaders mainly from their north-eastern council had gathered in the mentioned area to perform a military parade and take preparation for attacking the civilian areas and threatening the cities and people of Kunduz. BG Radmanish provided the pictures and videos of this gathering through a presentation that were recorded through GPS from the gathering before being targeted. The recorded pictures and videos which included the timing and GPS taken details showed how these Taliban leaders and their gunmen were getting together in the area.  BG Radmanish told reporters that MB530 aircrafts had targeted the gathering through rocket shelling that killed 18 prominent Taliban leaders and commanders and left 12 others of them injured.

BG Radmanish also said that the MB530 targeted these Taliban through rocket launch first and then the Taliban fired bullets to the nearby civilians and killed these residents. He reiterated that the civilian injured people, who were referred to the hospitals, were shot with the bullets; however the Afghan defense forces did not have any bullet shootings during the operation which show that the Taliban killed the civilians after the MoD air operation in the area. Today Ministry of Education, Ministry of Hajj and Religious Affairs and Ministry of Public Health   announced their coordination with Ministry of Women Affairs in a conference on “anemia and vitamin D deficiency in women” at Gover nment Media and Information Center (GMIC).
Spozhmai Wardak, Deputy Minister of Women’s Affairs: “According to survey conducted the Ministry of Public Health, girls and women in the country face 40% of Anemia and 97% of vitamin D deficiency.”

The Ministry of Public Health has been launching programs to distribute folic acid and iron tablets to schools for preventing anemia amongst girls, and this program has already begun.

Dr Fada Mohammad Paikan, Deputy Minister of Public Health, emphasized that anemia causes the boredom and growth constraints in girls, and the lack of vitamin D decreases due to the weakness of bone and bone marrow. The Ministry of Health, in collaboration with the Ministry of Education, distributed the tablets Folic acid and iron for students from fifth up to twelve grades of school over the country.

He also added that through the 2,800 health centers of the Ministry of Health throughout the country, sunshine and dietary regimens for vitamin (D) are available to girls.

The Ministry of Health also said that folic acid tablets, as well as advice on dietary intake of vitamin D (D) from sunshine and dietary foods for girls between the ages of 11 and 19 who are not students, are also part of the ministry’s plans.

Mawlavi Fazalrahman Seraj General Director at Mosques also announced the vitamin (D), in recognition of Islam’s emphasis on health, to prepare the ministry to raise awareness of the people through mosques people to receive anemia pills.

Dr Fada Mohammad Paikan also said that: “With regard to the harms and benefits of these tablets, a series of rumors was issued by the regional intelligence agencies, which prohibits people from using these tablets, we ask people to get the information they need before they reach any conclusion and after that stop using these tablets.”

Today Afghanistan Telecom Regulatory Authority (ATRA) and Afghan Post signed MoU at GMIC the purpose of signing this memorandum is to revitalize the activities of the post office.
The pilot phase of this program will focus on banking services, money transfer services, and distribution of passports and payment of electricity bills through the Afghan Post Office.
Sayed Ahmad Shah Azizi, deputy minister of MoCIT Currently said 25 provinces are connected to the Fiber Optic Cable and will use its services, and the remaining 9 provinces will be connected to Fiber Optic till the next year.
Najibullah Azizi 50% of the population will access to information technology services, especially the Internet by the end of 2020.

The Supreme Audit Office (SAO) has developed a mechanism for public participation in the audit process in an attempt to ensure the participation of citizens and civil society organizations in the auditing process. The mechanism will enable the citizens, civil society organizations and the media to share with the government their comments, demands, concerns and complaints regarding the audit of a particular administration.

Sayed Mohammad Mahdi Hussaini, Technical Deputy of SAO, who was briefing Media  at the GMIC on Wednesday, highlighted the importance of participation of citizens, civil society organizations and media in the audit process. He added, “People’s participation in national programs and processes is one of the main pillars that strengthens the nation-state trust and ensures responsibility, accountability, and transparency.”

During this press event he asked the media and civil society organizations to introduce their representatives for SAO to work on the draft plan of public participation in audit process.
Hussaini expressed that SAO will finalize the mechanism next week by holding regular consultation meetings with representatives from the media and civil society organizations in accordance with legal documents and international standards.
Representatives from Integrity Watch Afghanistan, Open Government Partnership Secretariat, Journalists Safety Committee and media participated in the event, welcomed the initiative by SAO and pledged to cooperate.

Under the framework of IP-ARTF, in 2016 SAO accepted the Word Bank indicator for developing a mechanism for participation of citizens in the audit process and had drafted Public Participation in the Audit Process Mechanism following the recommendation of World Bank.

Today Mr. Shahzad Aryobee, Minister of Communications and Information Technology and Mr. Mohammad Hamid Tahmasi, Minister of Transport signed MoU on “safe transferring of postal packages”.

Under this MoU, Ministry of Transport will transfer all the postal packages of its Afghan Post through prestigious and registered private transportation companies from Kabul to all provinces and vice versa.

Minister of Transport and Civil Aviation added that this procedure will accelerate and regulate the Afghan Post Services. In addition, he said, people will be able to receive their postal packages sooner and more easily.

Moreover, Minister of Communications and Information Technology added that by signing this MoU, in addition to safe transportation of postal packages across the country, the revenue of Afghanistan’s Post Office will also increase.
He also emphasized that Afghan Post Service of the Ministry of Communication and Information Technology will afford to provide standard and modern systems of Post service in Afghanistan.

Ministry of Urban Development and Housing have spent 85.58% of its budget development.
Today Ms. Nilofar Langar, Spokesperson of Ministry of Urban Development and Housing said “This amount has been used for the initiation of 89 various construction projects for other ministries, other construction projects, consultation and procurement of materials. There was a total of 104 MoUs for procurement” at GMIC.

In this year, the construction of more than 31 thousand residential units is either completed, or they are under construction, or there are commitments for their constructions. “The design of China’s residential project, completion of planning for Qatar, Kamakuddin Behzad and Qasim Abad Nangarhar projects, and preparation of Lala project to be launched and distributed to the employees for the judicial sector are among our significant achievements,” Ms. Nilofar added.
Moreover, in Financial Year (FY) 1396 Ministry of Urban Development and Housing received a USD 20 million city development project from the World Bank for strategic planning of nine major cities. Furthermore, two new master plans were developed, six previous master plans were revised and 20 detailed plans were developed by expert urban engineers.

She emphasized that during FY 1396, they have completed 45 projects of constructing administrative buildings, residential blocks, buildings for provincial councils, conference halls, guest houses and administrative buildings for municipality directorates in the provinces. She also added that the design and planning of reconstruction of 14 mosques in 10 provinces have been completed.

Today GMIC hosted a gathering organized by a Civil Society Organization to mark Afghan National Defensive Security Forces (ANDSF) Day. Members of civil society, members of Kabul Provincial Council and other guests invited to the celebration express their support for ANDSF and paid tribute to their sacrifices in safeguarding the country and the nation.

Lieutenant General Mohammad Afzal Aman the General Commander of Kabul Garrison appreciated these kinds of events and celebrations. He stated that the main goal of ANDSF is to provide peace and prosperity for people of Afghanistan. He added that Kabul Garrison is working day and night to provide peace and security to the city and enjoys full support of the people.

Meanwhile, a representative of Ministry of Interior emphasized on supporting ANDSF and added that reformation in National Security forces organs is beginning from Kabul and over time it will be implemented across the country.
General Daoud Amin, acting of 101 Zone Kabul said that incentive programs will uplift the morale of the ANDSF and make them stronger in providing security for the people. He stressed that the bomb attacks and bomb blasts testify to their weak position and miserable situation. According to him, the enemies are defeated on the battleground.

General Daoud Amin added that the cooperation of people with the ANDSF is remarkable and very important. He added, “The reform in ANDSF law is instantiated and it will continue. We will not allow any strongman to violate the law and ANDSF will implement laws equally on all the citizens.”
Officials and other participants concluded the celebration of the ANDSF day (28th Feb) by spraying flowers on the security forces.
